Lithgow City Council has endorsed the Draft 2026/27 Operational Plan and is inviting the community to provide feedback on the projects and programs to be undertaken in 2026/27 financial year. .

What is the Operational Plan?

The annual Operational Plan sets out the projects and activities which Council commits to undertaking over the financial year and includes the budget, performance measures and timeframes to deliver against the Delivery Program Outcomes.

The Operational Plan includes the annual budget and Statement of Revenue Policy and the annual Fees & Charges. The full document suite is available for viewing in the Document Library

How can I make a submission?

The Council is invited residents and community groups to put forward proposals to be considered for inclusion in the draft Operational Plan between 1 May and 1 June 2026. This included any issues that you believe require attention and your suggestions or ideas about future directions for the Lithgow local government area such as new infrastructure projects, community activities/events, or ideas for improvements which will enhance the quality of life in our community. A copy of the Community Engagement Report detailing the submissions received and Council's response is available in the Document library .

What happens with my submission?

Whilst we encourage everyone to make a submission, this is not a voting process, submissions are considered in accordance with budget availability, staff capacity and value to the community. Multiple submissions for a project or program will be considered as one submission. We also encourage you to give a project you like on the Places Map a thumbs up or add your own project idea. A copy of the Community engagement report is available in the Document Library

The 2026-2027 Operational Plan, 2026/27 Fees & Charges and the 2026/27 Revenue Policy were adopted at the Council meeting held on 29 June 2026.

Minute No. 26 -131 RESOLVED

THAT Council:

  1. Adopt the draft 2026/27 Operational Plan as attached, noting that the Revenue Policy and Fees and Charges are addressed in a separate report to Council.
  2. Receive and note the Community Engagement Report and submissions summary.
  3. Provide submitters with a response comprising this Council report and the Community Engagement Report.
