Changes to Portland Solid Waste Facility

The Portland Solid Waste Facility ONLY accepts waste from ordinary daily household activities (municipal solid waste) in domestic quantities from residents. Compliance with all signs is a condition of entry at Council’s waste facilities.

Prohibited waste includes but is not limited to:

• All commercial and industrial waste, and
• All construction and demolition waste, even if the activities were undertaken by you at your home*.

*The Lithgow Solid Waste Facility is the primary waste facility for the Lithgow Local Government Area and the only facility that accepts business, commercial, industrial waste, construction and demolition waste (fees apply).

Who can use the Portland Solid Waste Facility?

• The facility only accepts waste from people who live in the Local Government Area, and
• The facility is primarily for residents who do not have a kerbside bin collection service.

What is accepted at the Portland Solid Waste Facility?

Municipal Solid Waste: The usual everyday waste generated by household activities in domestic quantities only. This is mainly the type of waste that is accepted in the kerbside bins, such as packaging, textiles and garden waste.

Furniture: Household furniture in domestic quantities only. Items in good condition can be taken to the Reuse Shed at Lithgow Solid Waste Facility.

Changes to the Portland Solid Waste Facility from 2 September 2026

From September 2026, there will be changes to way you enter and use the Portland Solid Waste Facility:

• The facility will operate as a fully supervised sorting facility.
• Proof of residence must be shown every time you enter, such as a driver’s license or rates notice, and
• Residents will sort their waste into the LBins and will not have access to the landfill area. More information about LBins is below.

Visiting

From 2 September 2026, when visiting:

• Read the signs: Compliance with all signs is a condition of entry at all Council waste facilities.
• Stop at the boom gate: Stop and show proof-of-residence and for a load inspection before entering the sorting area.
• Show proof-of-residence: A rates notice or driver’s license showing your address in the Lithgow Local Government Area must be shownevery time you enter.
• Sort and separate all items: This is a sorting facility with different bins for different materials. Loads need to be separated into these bins.
• Check fees: Fees apply for some items. Fees can be viewed here.
• Card payments only: No cash is accepted under any circumstances
• Arrive before 3.30pm: All vehicles must be off the site by 4pm.

Recycling

From September 2026, the following items will be able to be dropped off at the Portland Solid Waste Facility for recycling:

*These items are presently only accepted at the Lithgow Solid Waste Facility. Fines apply for disposal of prohibited items at Portland Solid Waste Facility or any of the transfer stations.

Waste sorting

From 2 September 2026, visitors will have no access to the landfill and will sort their materials into LBins.

What are the LBins?

• The LBins are specially designed bins for waste facilities.
• The LBins have an open side and sit flat on the ground.
• Residents unload into the open side of the Lbin.
• Once full, there are gates in front of each Lbin that can be closed. The Lbin is then lifted from behind, removed, emptied and put back in place ready for the next load.

Advantages of the LBin system:

• Provides a ground-level drop-off area,
• Improves safety by separating visitors from the landfill area,
• Enables materials to be separated,
• Keeps materials that can be recycled out of landfill
• Preserves the limited remaining landfill capacity.

Please remember that rural facilities are for rural residents. Only waste that is generated in the Lithgow Local Government Area by rural residents and that complies with the sign at the entrance to the facility is accepted in Council’s rural facilities.
